In the course of his inquiries within a city plagued by rising crime, detective Jimmy Cloud finds himself entangled in a realm of organized crime, espionage, homicide, prostitution, and narcotics. Meanwhile, a terrorist organization sets its sights on his girlfriend in an attempt to thwart his efforts.
