The murderous Shivers the Clown breaks out of a mental facility and continues his relentless pursuit of Lynn Blodgett, now joined by two equally dangerous accomplices. However, Detective Peters, who thwarted him in the first movie, returns with a new resolve—this time, he’s determined to end Shivers’ reign of terror permanently, rather than just imprison him.
