A group of scientists developing a Bird Flu vaccine begin to suspect that they are being manipulated by those seeking to profit from healthcare, with the aim of turning the virus into a weapon. As their colleagues start to die, they face a dilemma: should they destroy a vaccine that could save lives, or risk creating a viral weapon capable of causing mass casualties?
