After the tragic murder of his daughter in Panama in 1994, ex-CIA operative Calvin Dexter transitions into a private ‘specialist,’ tackling cases that evade the conventional justice system. Two years later, he is hired by wealthy businessman Stephen Edmonds to locate his son, Richard ‘Ricky’ Edmunds, who disappeared while working for a Canadian charity aiding war victims in Bosnia. Dexter uncovers that Ricky was brutally beaten and drowned by Zoran Zilic and his Serbian paramilitary group, simply for assisting street children from the opposing side. Dexter proposes to Stephen that he will ‘complete the mission,’ as such war criminals rarely face trial. However, Deputy CIA Director Paul Devereaux is solely focused on a nuclear arms initiative involving Zilic, prompting him to assign CIA troubleshooter Frank McBride to protect Zilic and manage Dexter.
